The statue of Katsu Kaishu (1823-1899) at the foot of Sumida Ward Office on the east side of Sumida River. Katsu, a vassal of the Shogun and a statesman, is particularly known for negotiating the bloodless surrender of Edo castle to Saigo Takamori on 11 April 1868.
